Vélib' theft: geolocation tested

Vélib' theft: geolocation tested

In the context of an experimentation, your Vélib’ can be geolocated in case it is stolen.

In order to facilitate the research of stolen bikes, SOMUPI who operates Vélib’ for the city of Paris, has decided to implement a geotag on some of the bikes. Each geotag will individually send its position only if the Vélib’ it is installed on is stolen.

In the context of this experimentation, SOMUPI sets up the automated processing of personal data and is responsible for it. The aim of this automated processing is to geolocate a bike through a device only in the aim of finding it and also in order to understand the circumstances of the bikes’ disappearance . The geotag will be turned off by default on the equipped bikes and no personal data will be registered before a bike is declared missing.

The transmission of stolen bike location data is thereby strictly subject to the declaration of the bike’s disappearance by SOMUPI to the provider of the geotag when one of the three following conditions is fulfilled:

  • the Vélib’ is not returned to the bike station beyond 24 hours, maximum continuous rental period authorized
  • the Vélib’ has been stolen at the station
  • the Vélib’ has been declared stolen by the last known user of the bike

The location data collected in the context of this experimentation is necessary to this processing. It is only used by the authorized personnel of the geotag provider in charge of the geolocation service in respect of a process contractually defined between SOMUPI and the provider.

In accordance with the French Data Protection Act of 6 January 1978, as amended, any person concerned by these processing operations has a right to inquire about, access and rectify all of the data relating to them and a right to object, on legitimate grounds, to the processing of these data.  They can exercise these rights by sending a letter, together with a copy of an identity document, to the data protection officer of the JCDecaux group at the following address : JCDecaux, Correspondant Informatique et Libertés,  17 rue Soyer - 92200 Neuilly-sur-Seine.
